Dear Sir or Madam:

We are writing to you in order to inform of a serious environmental conflict existing in our Catalan population of Santa Coloma de Cervelló, in Baix Llobregat, Barcelona conurbation, and is in this sense that we send you this statement, with the intent to transfer this information and ask for your  cooperation.

We face with a problem caused by the closure of a chemical company (GPS: 41.373578,2.021428), which in January 2008 closed their facilities and left more than 2,400 tons of chemical residues  -that still are deposited there four years later- , in what is undoubtedly a danger and could pose a potential threat to the surrounding environment and therefore also a potential risk to the health of the residents of Santa Coloma .
This situation is especially worrying because it occurs very near to the urban core (apartment blocks, railway station, school, etc...), and that most of the packages (with time and weather have been deteriorating in many cases) are outdoors.
We’ve to highlight that the access into the site where the dangerous material is left is easily passable, and has been verified the usual uncontrolled access of young people from the city.

The government agencies competent in this subject have developed some initiatives, among which are:

a) Reporting of these facts by the Catalan Agency of Waste  to the State Prosecution of Environment for environmental crime and disobedience. (Currently this process is being investigated).

b) Getting the inventory and catalogue of products and substances existing in the plant of the company (public document that is part of the municipal administrative record) with redistribution of goods within the floor space. (This action, urged by the City Council, was commissioned and funded by the current owners of the land where the waste are piled up).

The summary but (in relation to what it would be expected and this neighbourhood movement seeks) is that so far, all the initiatives taken by several agencies of government in these years of process, have been totally ineffective.

As neighbours and citizens we are highly concerned about the effects that these substances can have on our health, and pollution that this has already been produced in the natural environment and aquifers in the area.

For all the foregoing exposed we ask your cooperation in this struggle, in order to help us with the means to disseminate public opinion, this serious problem and achieve that the appropriate property or the competent authorities, acting in a subsidiary way, remove all substances that are there abandoned immediately, - as we have said, for the past four years over-represented a danger to the environment and health of Santa Coloma de Cervello and Baix Llobregat.
